PARIS—France plans to establish a system of quotas for immigrant workers arriving in the country from outside Europe, an unprecedented move that reflects President Emmanuel Macron’s efforts to address concerns among right-leaning voters over protecting French workers.
French Labor Minister Muriel Pénicaud said Tuesday the government is creating a list of professional fields subject to the quotas with plans to implement the new system by next summer.
